Search engines don't care about the IP address. If this were so a spammer could move their domain name around and the search engines would have a never ending game of catch up. Conversely, websites change IP's continuously, I'd estimate over 5% of all websites change servers in a given year - it would be unfair, but strikingly easy, to land upon a banned IP.

I personally host hundreds of websites that share an IP address, and the vast majority of these sites are on page 1 of google for competitive keywords.
