At present many sites face toe loss of PR, however it is more important to link to similar themed sites than PR. This is the result of the latest research and has always made the most sense. Its best to partner/link with sites within the same topic, as opposed to a non targeted PR8

I wouldn't assume what the toolbar shows is what the Google algorithm is using at the moment for PR ranking. Google may intentionally delay the toolbar ranking to try and confuse SEOs with less than good intents. In the Wizard of Oz: pay no attention to that man behind the curtain... pay no attention to toolbar PR.
