Its very unlikely your website garnered a direct penalty. Google almost always creates algorithms designed to weed out delinquent websites. They hate to do things by hand. If you KNOW you did something to deserve garnering a penalty, follow Googles advice:
If you think you may have penalties for violating Google's guidelines, but the site has now corrected any problems, you can send an email to webmaster AT google.com with the subject line "reinclusion request". Make sure your website complies with the Google quality guidelines and TOS:
